Action Plan for Promoting High Quality Development of Iron and Steel Combined Transport (2023-2025)

- In order to thoroughly implement the decision-making deployment of the CPC Central Committee and the State Council and accelerate the construction of a modern comprehensive transportation system, the Ministry of Transport, the Ministry of Natural Resources, the General Administration of Customs, the State Railway Administration and China Railway Group jointly issued the Action Plan for Promoting the High-quality Development of Hot Metal Combined Transport (2023-2025)(hereinafter referred to as the Action Plan). In order to implement the Action Plan, the relevant contents are hereby interpreted as follows:
I. Background
Promoting the high-quality development of hot metal combined transportation is an important measure to speed up the construction of a powerful transportation country and a modern comprehensive transportation system. It is also an inherent requirement for serving the construction of a new development pattern and building a modern socialist country in an all-round way. The Outline for the Construction of a Powerful Transportation Country proposes to promote the development of combined transportation such as molten iron, public railway, public water and air and land. The Outline of National Comprehensive Three-dimensional Transportation Network Planning proposes to speed up the construction of multimodal transport facilities and collection and distribution system of comprehensive freight hub, so as to improve the efficiency of multimodal transport and comprehensive logistics service level. According to the Work Plan for Promoting the Development of Multimodal Transport, Optimizing and Adjusting Transport Structure (2021-2025) issued by the General Office of the State Council, the development level of multimodal transport will be significantly improved by 2025, basically forming a development pattern dominated by railways and waterways for medium and long-distance transportation of bulk goods and containers. The national railway and waterway freight volume will increase by about 10% and 12% respectively compared with 2020, and the container hot metal combined transport volume will increase annually. More than 15%.
In recent years, the Ministry of Transport, together with relevant state departments, local people's governments and relevant railway, port and shipping enterprises, has thoroughly implemented the decision-making arrangements of the CPC Central Committee and the State Council, accelerated the development of combined transportation of iron and water such as containers and bulk goods in coastal and inland ports across the country, and achieved remarkable results. However, compared with the requirements of economic and social development in the new era, there are still some problems, such as uncoordinated mechanism of combined transportation of iron and water, poor connection of infrastructure, low efficiency of transportation organization, weak competitiveness of combined transportation products, insufficient connection of policies, regulations and standards, etc. In order to give full play to the comparative advantages of waterway and railway transportation and the efficiency of comprehensive transportation combination, accelerate the optimization and adjustment of transportation structure, and promote the green and low-carbon development of transportation, the Action Plan is specially formulated and issued.
II. Overall objectives
The "Action Plan" clearly states that by 2025, the main port railways of the Yangtze River trunk line will be fully covered, the railway arrival rate of the main coastal ports will reach about 90%, and the combined transport volume of container hot metal in the main ports of the country will reach 14 million standard containers, with an average annual growth rate of over 15%.Beijing-Tianjin-Hebei and surrounding areas, Yangtze River Delta region, Guangdong, Hong Kong and Macao Dawan District and other major coastal ports use dredging waterways, railways, closed belt corridors and new energy vehicles to transport bulk goods up to 80%, and the high-quality development of hot metal combined transportation has stepped into the fast lane.
III. Main tasks
The Action Plan proposes 13 tasks in 4 areas, covering the combined transportation of coastal ports and inland ports, containers and bulk goods.
First, strengthen the integrated connection and improve the level of facility connection. The Action Plan proposes to strengthen the planning and construction of ports and railways, take into account the construction conditions, transportation needs and distribution of goods sources of major ports, and strengthen the planning and construction of the backbone railway transportation channels for containers and bulk goods and the port collection and distribution system.Promote the construction of port collection and distribution railway facilities, establish a list management and update mechanism for port collection and distribution railway construction projects, and implement the collection and distribution railway of important port areas of major ports and the "last kilometer" smooth project;Strengthen the capacity construction of railway passages and inland stations behind the port, build and make good use of railway stations, and promote the optimization and adjustment of the layout of railway stations for hot metal combined transportation.
Second, strengthen organizational coordination and improve the smooth level of combined transportation. The Action Plan proposes to optimize the organization of combined transport, encourage railways, ports and shipping to carry out joint marketing of enterprises, and develop combined transport of hot metal and water for key cargo categories.Expand the radiation range of port routes and transportation services, strengthen the connection and matching of railway trains and ship schedules, and accelerate the development of international container hot metal combined transport;Excavate the potential of railway freight transportation, port terminal and ship transportation, and increase the supply of transportation services;We will promote the "bulk change" of major container-suitable bulk goods, strengthen facilities construction and technological innovation, and carry out the management of overweight container transportation in port domestic trade.
Third, strengthen innovation and development and improve the efficiency of intermodal transportation services. The "Action Plan" proposes to encourage and support railways, ports, shipping, freight forwarders, etc. to strengthen cooperation, cultivate and expand logistics operators throughout the process, and build a leading enterprise brand of hot metal combined transport.Improve the level of customs clearance facilitation at ports, encourage the use of advanced technology and equipment to quickly complete the inspection of foreign trade container goods, study and promote the mode of "direct lifting at the side of the ship" for imported goods and "direct loading at the port" for export goods, implement fast customs clearance, fast loading and unloading, and reduce "short down" transportation;Promote the "one-order system", promote the electronic documents and online handling of hot metal combined transport business.
Fourth, strengthen overall planning and coordination to create a good development environment. The Action Plan proposes to improve the standard rules for combined transportation of hot metal and water, strengthen the formulation and revision of relevant standards, and improve the operation rules system for combined transportation of hot metal and water.Improve the market price system, standardize the charging behavior in key areas and links, encourage railways, ports and shipping enterprises to implement preferential prices for hot metal combined transport, and enhance the price advantage and market competitiveness of hot metal combined transport;Promote the integration and application of the new generation of information technology and railway and water transport industry, and promote the realization of open, intercommunication and real-time access to information such as customs, maritime affairs, railways, ports and shipping.
IV. Safeguards
First, establish a collaborative promotion mechanism, jointly set up special working classes with the State Railway Administration, China Railway Group and other units, carry out regular consultations, and formulate and implement annual work points. We will actively promote the pilot task of building a strong country in the transportation of hot metal and water, and create a number of demonstration projects for hot metal and water combined transportation.
Second, strengthen policy support, do a good job in port hub development space reservation, land use function control, development sequence coordination, coordinate and increase the land use sea element guarantee and railway connection condition support for main ports, collection and distribution railways and supporting construction projects, speed up the formalities handling of port collection and distribution railway construction projects, and make good use of the national comprehensive freight hub supplementary chain strong chain vehicle purchase tax policy, etc.
Third, give full play to the positive role of local governments, strive for local people's governments to pay more attention to and support the development of combined transportation of hot metal and iron, include the construction of railway collection and distribution projects, the development of container combined transportation of hot metal and iron, and the adjustment of green collection and distribution structure of bulk cargo ports into the annual key work, and guide the local authorities to strengthen the planning, special research, overall arrangement and capital investment of combined transportation of hot metal and iron.
After the Action Plan is jointly issued, the Ministry of Transport will pay close attention to the target tasks, formulate key work points every year, regularly carry out video dispatching and consultation, implement list management on the inbound railway construction project library, dynamically transfer in and out according to the preliminary work of the project, land use and sea guarantee, fund implementation, etc., and solve the outstanding problems in the development of hot metal combined transportation through "small incision".
